Abortion Funding: A Matter of Justice Policy ReportPress release about the report
The Network's policy report, Abortion Funding: A Matter of Justice (2005), exposes the harsh realities confronted by low-income women and girls who seek abortion services. Thousands of women and teenagers are denied abortions each year or are forced to have later abortions because federal law and 33 states withhold Medicaid funding. Ushered in by the Hyde Amendment in 1976, bans on Medicaid funding for abortion fall most heavily on poor women, rural women, young women and women of color. Some women are able to turn to abortion Funds, grassroots organizations around the country that are made up of people who want to help women in need. Abortion Funds work together with the Network to raise money to help women access abortion services. But we cannot meet the entire need. It is estimated that as many as one in three low-income women who would have an abortion if the procedure were covered by Medicaid are instead compelled to carry the pregnancy to term. Abortion Funding: A Matter of Justice includes stories of women across the country and policy recommendations for Congress and state legislatures to prevent unintended pregnancy and ensure women's access to abortion and comprehensive reproductive health care. Abortion Funding: A Matter of Justice was written by Shawn Towey and Stephanie Poggi of the National Network of Abortion Funds and Rachel Roth of Ibis Reproductive Health.
